Do IT Training Centers sponsored by Malaysian government really request for photocopied Identity Cards?

It is illegal to photocopy an IC.....but if you have to, you have to write across it the word "CONTOH".......(or stamped) in big bold letters. However, requests for potocopis of ICs are frequently done, but people are not aware of the law......
