What does Matthew mean by 'Consider the lilies'?

No. You know this, I ume. What is meant is that the lilies of the field don't worry about what they wear like humans do, yet they are splendidly 'dressed'. Of course, Jesus failed to address the fact they didn't even have any clothes, just like humans would if they didn't worry about getting clothes.
