Is it legal to kill a person in outerspace?

Who has jurisdiction or territorial rights over, let's say, somewhere in Omega Nebula of the Milky Way galaxy? It just happened that you ran into 'Stanley' who was making his trip there and you decided to blast his spaceship with laser (pretending we have these technologies). Is there a law against it, to say the least?
