There must be an authoritative Sri Lankan war crimes inquiry.Why transparency and initiatives are missing?

The transparency will make public. If it is public the rulers to face supporting and opposing. Every country in the earth will not come openly or authoritative and no wonder in srilanka matter. Already, Israel and Palestine doing this.
