Ive been renting a house since july and im not sure if im responsible for certain things.?

its a house that's out in the country it has well water and a propane tank. about two weeks ago was the first time we had to put propane in the tank. before they would they had to do a pressure test and they charged 35 dollars i don't think im responsible to pay for that its not my house the tank is part of this house. the lady said she would pay it this time but normally it would be the renters obligation. then last night i was washing clothes and stinky water came out my front bathrooms toilet and bath tub and in the second Bathroom came out the shower and toilet and water got on the floor. my husband told the man this morning what happened and he called his wife to tell her to get some one out here to clean the septic tank. my husband said it sounded as if she asked him if that wasn't our problem because the man told her it was on there property. i don't think its my responsibility to pay for the septic tank to be cleaned what do you think?
